- CORESPA contract terms and FCC Medio Ambiente operator details are estimated — not publicly disclosed. Phase Initial does not require these contract terms; Phase Medium timeline is subject to confirmation.
- All three site candidates are provisional. P1 (Polígono Industrial Las Quemadas / Dos Hermanas) is the planning-basis Priority 1 site. confirmed during Term Sheet phase verification.
- Employment and economic impact figures use Carbotura standard parameters scaled to 400 TPD Phase Initial. confirmed during Term Sheet phase verification.
§1 — Introduction and Decision Summary
§1.1 — What This Report Measures
This report quantifies the economic delta between two mutually exclusive states. State A is the current system: the City of Seville pays disposal costs to route ~487 TPD of manufacturing feedstock to landfill, composting, and sorting facilities, receiving $0 cash return. State B is the proposed ACM deployment: the City pays the Beneficiation Fee per ton and receives the Circular Royalty™ in return. Neither state is re-diagnosed here — the Waste Study (State A diagnosis) and the Proposal (State B structure) are the governing documents for their respective states. This report measures only the difference.

Solid waste classification (NAICS 562213/562219) triggers the RPT commitment — both parties commit to shift the classification to manufacturing. Classification confirmed during Term Sheet phase verification under Spanish industrial permitting framework and Ley 7/2022. Federal basis: RCRA §1004(27) · 40 CFR §261.2(e) — | |
§1.3 — Fiscal vs. Regional Economic Separation
Required declaration: Municipal fiscal effects (TMC Fee payments, avoided disposal costs, Circular Royalty™ receipts) and regional economic effects (employment, supply chain impact, tax base effects) are distinct categories. They are quantified separately throughout this report and must not be combined in any single figure. County fiscal receipts flow to the Ayuntamiento treasury. Regional economic effects flow to the broader Seville metropolitan economy and are not the same as fiscal receipts.
This Economic Impact Report models the Delta between State A (current disposal trajectory) and State B (Carbotura CSA). (Circular Royalty™ — €0 fee, escritura pública at signing via Registro de la Propiedad) and the Exogenesis™ Royalty add-on (Vertedero Las Minas, MMAS — subject to Waste Characterization Study) are structurally available — see Proposal §1.5 and §4.1–§4.1 for the full CSA Structure.

ESTIMATED Planning basis. FWDC confirmed during Term Sheet phase verification under NDA. Annual figures based on 146,000 tpy Phase Initial equivalent.
§2.3 — State A Cost Trajectory
Three documented escalation mechanisms drive State A costs upward over the 30-year horizon:
1. EU Directive 2018/850 compliance pressure: Spain's ~55% landfill rate (Eurostat 2023) must decline to below 10% by 2035. Each permitting renewal for Montemarta-Cónica adds surety requirements and cost riders. Gate fees are structurally escalating under permit pressure.
2. Andalusia cánon escalation: The Junta de Andalucía's Ley 7/2007 cánon has increased in successive budget cycles. The trajectory toward €40–60/tonne (aligned with Catalonia/Madrid precedent) implies doubling of the current ~€28/tonne baseline within the CSA planning horizon.
3. Captive market — no competitive alternative: Seville has no domestic WTE/RRF capacity. The absence of competitive alternatives removes any market-based restraint on gate fee escalation. State A has no price ceiling mechanism.
§2.4 — State A Environmental and Structural Position
State A is structurally non-compliant with Spain's 2035 EU landfill targets. Montemarta-Cónica is Seville's primary residual destination — a facility that must be largely supplanted within the 2035 deadline. State A generates approximately 160,000 tCO₂e/yr of avoidable greenhouse gas emissions from landfill methane, conventional transport, and pre-sorting energy consumption. Water recovery of ~480,000 m³/yr of process water is foregone. PFAS and persistent organic pollutants in biosolids and C&D streams receive no destruction treatment under State A — they are land-applied or landfilled.
§3 — State B Deployment Baseline
§3.1 — Inherited Flags (Proposal → EIR)
The following planning-basis values are inherited from the locked Assumption Registry and the Proposal. Beneficiation Fee $120/ton is user-specified and confirmed. FWDC ~$130/ton is estimated. All deployment volumes (400 TPD Phase Initial, 1,000 TPD Phase Medium, 2,000 TPD Phase Expanded) are user-specified and confirmed. Employment and economic impact are estimated at Carbotura standard parameters scaled to 400 TPD.
§3.2 — State B Deployment Configuration
| Phase | TPD | Modules | tpy | Module math | COD |
|---|---|---|---|---|---|
| Phase Initial | 400 | 4 | 146,000 | ⌈400/100⌉ = 4 | Q2 2028 |
| Phase Medium | 1,000 | 10 | 365,000 | ⌈1000/100⌉ = 10 | Q4 2030 |
| Phase Expanded | 2,000 | 20 | 730,000 | ⌈2000/100⌉ = 20 | Multi-tranche 2031+ |
§3.3 — Economic Terms (Phase Initial)
| Term | Value | Source |
|---|---|---|
| Beneficiation Fee (Year 1) | $120/ton · $17.5M/yr | USER-SPECIFIED |
| Beneficiation Fee escalator | +2.5%/yr | Carbotura standard |
| Circular Royalty™ base rate | (120% + (n−1)pp) × that year’s Beneficiation Fee | Carbotura standard |
| Royalty escalator | +1pp/yr | Carbotura standard |
| Royalty lag | 13 months | Carbotura standard |
| CSA term | 30 years | Carbotura standard |
| Royalty Year 2 | $144/ton · $21.0M/yr | Formula: $120 × 120% |
§3.4 — Residual Obligations
Phase Initial (400 TPD) absorbs 400 of the city's ~487 TPD of addressable feedstock — approximately 82% of the city total. The remaining ~87 TPD residual (primarily the tail of kerbside MSW overflow and non-contracted marginal streams) continues under State A disposition during Phase Initial. At Phase Medium (1,000 TPD), residual volume becomes effectively nil for the city as a whole. There is no contractual penalty for residual volumes not delivered to the ACM facility above the Phase Initial CSA minimum threshold.
§3.5 — Timeline Anchoring
| Milestone | Date | Fiscal Implication |
|---|---|---|
| T0 — Engagement | Q2 2026 | MOU / NDA executed |
| Phase Initial COD | Q2 2028 | Beneficiation Fee begins; disposal cost avoidance begins |
| First Circular Royalty™ | Q3 2029 | |
| EU hard deadline | 31 Dec 2035 | Landfill phase-out: <10% MSW to landfill (EU Dir. 2018/850) |
§3.6 — Phase Delta Map — State A Infrastructure vs. State B ACM Site
§4 — Delta Analysis
Gross cost displacement and Circular Royalty™ cash flow are quantified separately.
At steady state, the Circular Royalty™ is designed to exceed the Beneficiation Fee on a per-ton basis.
Circular Royalty™ payments begin 13 months after corresponding Beneficiation Fee payments and ramp to full run-rate on a rolling basis.
§4.1 — Three Delta Components
The total economic delta between State A and State B at Phase Initial comprises exactly three components, each quantified independently:
1. Gross Cost Displacement: The difference between what the City would have paid under State A (FWDC ~$130/ton) and what it pays under State B (TMC Fee $120/ton). Year 1: +$10/ton, +$1.46M/yr (Phase Initial). Grows as FWDC escalates faster than TMC escalation in some scenarios.
2. Circular Royalty™ Cash Flow: The gross positive cash payment received from Carbotura beginning 13 months after Phase Initial COD. Year 2: +$144/ton, +$21.0M/yr. Escalates 1pp/yr plus TMC escalation base. Zero in Year 1 (pre-royalty period).
3. Residual Obligation: The continuing disposal cost for the ~87 TPD not absorbed by Phase Initial (residual kerbside MSW). This is a State A cost continuing for the residual volume only. At Phase Medium, residual obligation falls to effectively zero for the city.
§4.1 — Phase-by-Phase Comparative Table (Phase Initial, 146,000 tpy)
| Line Item | State A (annual) | State B Year 1 | State B Year 2+ |
|---|---|---|---|
| Feedstock volume (ACM) | 0 | 146,000 tpy | 146,000 tpy |
| State A disposal cost for volume | −$19.0M | Avoided | Avoided |
| Beneficiation Fee paid | −$17.5M | −$18.0M | |
| Gross cost displacement | +$1.5M (+$10/ton) | +$1.5M (+$10/ton) | |
| Royalty Year 1 (pre-royalty period) | $0 (13-mo lag) | ||
| Royalty Year 2+ (rolling) | +$21.0M (+$144/ton) | ||
| Capital obligation (City) | Ongoing procurement | $0 | $0 |
§4.3 — Pre-Royalty Period Separation (Required)
Year 1 and post-Month 13 periods have materially different fiscal characteristics. They must not be combined. Year 1 (Phase Initial COD to Month 13): From Month 13 onward: Any blended or averaged figure spanning both periods misrepresents the fiscal structure. Decision-makers must understand that the pre-royalty period is a permanent feature of the structure — not a transitional anomaly — and that Year 2+ is the representative steady-state position.
§4.4 — 30-Year Gross Cost Displacement Table
| Year | FWDC ($/ton est.) | Beneficiation Fee ($/ton) | Gross Savings ($/ton) | Annual Gross Savings ($M) |
|---|---|---|---|---|
| 1 | $130 | $120 | +$10 | +$1.5M |
| 2 | $133 | $123 | +$10 | +$1.5M |
| 5 | $144 | $132 | +$12 | +$1.7M |
| 10 | $163 | $150 | +$13 | +$1.9M |
| 15 | $184 | $169 | +$15 | +$2.2M |
| 20 | $207 | $191 | +$16 | +$2.3M |
| 30 | $265 | $245 | +$20 | +$2.9M |
ESTIMATED Both FWDC and Beneficiation Fee assumed to escalate at 2.5%/yr. Phase Initial 146,000 tpy.
§4.5 — 30-Year Circular Royalty™ Table
| Year | Royalty Rate | Applied to TMC (prior yr) | Royalty ($/ton) | Annual Royalty ($M) |
|---|---|---|---|---|
| 1 | $0 | $0 | ||
| 2 | 120% | $120/ton | +$144 | +$21.0M |

| 10 | 128% | $150/ton | +$192 | +$28.0M |
| 15 | 133% | $169/ton | +$225 | +$32.9M |
| 20 | 138% | $191/ton | +$264 | +$38.5M |
| 25 | 143% | $216/ton | +$309 | +$45.1M |
| 30 | 148% | $245/ton | +$363 | +$53.0M |
Royalty figures are amounts received. The royalty is paid 13 months in arrears, so the figure shown for a year is earned on the previous year’s delivered tonnage.Las cifras de regalías son importes recibidos. La regalía se paga con 13 meses de diferimiento, por lo que la cifra mostrada para un año se genera sobre el tonelaje entregado el año anterior.
ESTIMATED Royalty formula: Royalty(m+13) = TMC(m) × Royalty_Rate(m). Rate = 120% + (year−1)×1pp. Phase Initial 146,000 tpy.
§4.6 — 30-Year Gross Fiscal Chart — Three Items (Phase Initial)
Three gross datasets shown independently. All values ESTIMATED — confirmed during Term Sheet phase verification.
Insight: Circular Royalty™ (emerald) exceeds Beneficiation Fee (red) from Year 2, compounding to $53M/yr by Year 30. Avoided disposal cost (amber) grows as FWDC escalates.
Source: Carbotura Assumption Registry seville-es · ESTIMATED planning basis · confirmed during Term Sheet phase verification
Each dataset is a separate gross cash flow item. Avoided Disposal Cost = FWDC × volume (escalating). Beneficiation Fee = TMC rate × volume (escalating). Circular Royalty™ = lagged rolling formula per §4.5 above. No netting has been performed in this chart.
§5 — System-Level Impact
§5.1 — Employment Delta
Required declaration: Employment effects are regional economic impacts — not county fiscal receipts. They represent wages, supplier spend, and induced consumption in the Seville metropolitan economy. They are not booked as fiscal income by the Ayuntamiento.
| Impact Category | State A | State B (Phase Initial) | Delta |
|---|---|---|---|
| Direct FTE — ACM facility | 0 | 92 | +92 |
| Indirect/induced jobs | 0 | 275 | +275 |
| Total employment delta | 0 | 367 | +367 |
| Annual economic impact | ~$32M/yr | +$32M/yr |
ESTIMATED Carbotura standard parameters scaled to 400 TPD. confirmed during Term Sheet phase verification.
§5.2 — Environmental Delta
Required declaration: All environmental performance figures use "designed for" language. Actual performance confirmed during Term Sheet phase verification and commissioning.
| Environmental Metric | State A | State B (Phase Initial) | Delta |
|---|---|---|---|
| GHG emissions (tCO₂e/yr) | ~160,000 | Designed for near-zero | −~160,000 |
| Water recovery (m³/yr) | ~0 | Designed for ~480,000 | +~480,000 |
| External energy draw | Standard grid | Designed for near-zero | Near-zero |
| Landfill volume diverted (tpy) | 0 | 146,000 | +146,000 |
§5.3 — PFAS Structural Delta
State A routes biosolids from EMASESA's 11 WWTPs and C&D fines to land application and landfill, both of which have documented PFAS and persistent organic pollutant (POP) accumulation pathways. Under EU REACH and the Junta de Andalucía soil contamination framework, landfill operators face growing liability for PFAS leachate. Under State B, the ACM MCR process operates at anoxic temperatures exceeding 1,200°C — designed for destruction of PFAS, dioxins, furans, and POPs through thermal and catalytic decomposition. This represents a structural elimination of PFAS accumulation risk at the source, not a mitigation strategy.
§5.4 — No-Fallback Analysis
There is no credible State C for the City of Seville. Building a municipal WTE/RRF facility would require public capital of €150–200M+ at 400 TPD scale, an 8–12 year permitting and construction timeline, and would generate incineration-classified waste under Spanish and EU regulation — precisely the regulatory category that faces the most aggressive phase-out pressure under the EU Green Deal. The ACM pathway is the only identified option that is simultaneously zero public capex, manufacturing-classified, non-combustion, and compliant with Spain's 2035 EU landfill targets. There is no fallback — the decision is binary: State A or State B.
§6 — Risk and Sensitivity
§6.1 — Risk Register (Minimum 10 Risks)
| # | Risk | Driver | Bears It | Mitigation | Residual |
|---|---|---|---|---|---|
| 1 | FWDC verification below $130/ton | Actual disposal cost underdisclosed | Carbotura | Term Sheet phase verification NDA; TMC recalibrated | LOW |
| 2 | Feedstock volume shortfall (Phase Initial) | Actual streams < 400 TPD accessible | Shared | Non-contracted streams (282 TPD) confirm base; Phase Initial sized conservatively | LOW |
| 3 | MCR throughput below nameplate | Technology performance gap | Carbotura | Performance guarantees in CSA; Carbotura bears full technology risk | LOW |
| 4 | CORESPA contract — more restrictive than estimated | Undisclosed terms | Ayuntamiento | Phase Initial unaffected; Phase Medium delayed but CSA structure unchanged | MEDIUM |
| 5 | Classification misapplication (RPT trigger) | Spanish authority applies 562213/562219 | Neither — clean RPT withdrawal | Manufacturing class confirmed pre-CSA | LOW |
| 6 | Permitting delay — Spain industrial classification | Spanish permitting timeline extended | Shared | Pre-permitting analysis during Term Sheet phase verification; Ley 7/2022 industrial track | MEDIUM |
| 7 | FWDC escalates less than 2.5%/yr | Political intervention caps gate fees | Symmetric — affects State A cost reduction and State B royalty slightly | Royalty exceeds TMC regardless; see §6.4 | LOW |
| 8 | Site P1 unavailable at Feasibility | Land authority agreement not reached | Carbotura | P2 (ZAL Puerto Sevilla) and P3 (Carija) are confirmed alternatives; CSA not site-specific | MEDIUM |
| 9 | Royalty escalator legislative risk | Spanish/EU regulation imposes withholding on royalty payments | Ayuntamiento | CSA governs; tax treatment confirmed pre-execution by City legal counsel | MEDIUM |
| 10 | Force majeure — prolonged drought (water scarcity) | Guadalquivir basin water restrictions; feedstock moisture content changes | Carbotura | MCR process designed for variable moisture feedstock; ACM water recovery product supports self-sufficiency | LOW |
§6.2 — Feedstock Variability ±20%
+20% Feedstock (480 TPD effective at Phase Initial)
Royalty Year 2: +$25.2M. +$27.0M. Accelerates Phase Medium timeline. No capacity risk — modules added incrementally.
−20% Feedstock (320 TPD effective at Phase Initial)
Royalty Year 2: +$16.8M. +$18.0M. CSA minimum throughput clause governs; royalty structure intact. All figures remain strongly positive.
§6.3 — FWDC Sensitivity — Sign-Change Threshold
Year 1 (pre-royalty) sign-change threshold:Sign-change threshold = $120/ton.
Year 2+ (with royalty) sign-change threshold:
Conclusion: The sole sign-change risk is Year 1 at FWDC < $120/ton. This risk disappears entirely from Month 14 onward. Planning-basis FWDC of ~$130/ton provides a $10/ton buffer against sign-change in the pre-royalty period.
§6.4 — Royalty Escalator Sensitivity (0 / +1 / +2pp)
| Scenario | Rate Y2 | Rate Y10 | Rate Y30 | Y10 Royalty ($M) | Y30 Royalty ($M) |
|---|---|---|---|---|---|
| 0pp/yr escalator (flat rate) | 120% | 120% | 120% | $21.5M | $34.3M |
| +1pp/yr (Base — Carbotura standard) | 120% | 128% | 148% | $28.0M | $53.0M |
| +2pp/yr (Upside) | 120% | 136% | 176% | $30.5M | $75.2M |
Even at 0pp/yr (no escalation), Year 30 royalty ($34.3M/yr) significantly exceeds Year 1 Beneficiation Fee ($17.5M/yr). Escalator sensitivity is additive upside only.
§6.5 — Timeline Slippage
Each 12-month delay in LOI/MOU execution (T0) defers first Circular Royalty™ by 12 months. At Phase Initial scale, this equates to approximately $21.0M of foregone Year-2 royalty per year of delay. The T0+37mo timeline to first royalty is fixed once T0 is defined — the decision variable is T0 itself. The EU 2035 compliance deadline is unchanged by T0 — a later T0 compresses construction margin, not compliance deadline.
§7 — Decision Window Analysis
§7.1 — Binding Constraints
Two binding constraints define the outer bounds of the decision window. Constraint 1 — EU Directive 2018/850: Spain must achieve less than 10% MSW to landfill by 31 December 2035. This is a statutory obligation — not advisory. Constraint 2 — Carbotura deployment timeline: The standard deployment schedule requires T0+24 months (T0 = CSA execution) to Phase Initial COD. Authorising Term Sheet phase verification at T0 = Q3 2033 (absolute latest) delivers Phase Initial COD in Q3 2035 — within the deadline. Recommended: T0 = Q3 2026 for maximum Circular Royalty™ accumulation.
§7.2 — Decision Window Table
| Scenario | T0 | Phase Initial COD | First Royalty | 10yr Royalty Forgone vs. Recommended |
|---|---|---|---|---|
| Recommended | Q3 2026 | Q2 2028 | Q3 2029 | |
| 1-year delay | Q3 2027 | Q2 2029 | Q3 2030 | −$21M |
| 3-year delay | Q3 2029 | Q2 2031 | Q3 2032 | −$66M |
| Absolute latest (EU compliant) | Q3 2033 | Q3 2035 | Q4 2036 | −$147M |
Royalty figures are amounts received. The royalty is paid 13 months in arrears, so the figure shown for a year is earned on the previous year’s delivered tonnage.Las cifras de regalías son importes recibidos. La regalía se paga con 13 meses de diferimiento, por lo que la cifra mostrada para un año se genera sobre el tonelaje entregado el año anterior.
§7.3 — Irreversibility Mechanism
IRREVERSIBILITY FINDING
The binding constraint is EU Directive 2018/850, as transposed into Spanish law via Ley 7/2022 de Residuos y Suelos Contaminados. This directive sets a statutory landfill disposal ceiling of less than 10% of municipal waste by 31 December 2035 — a hard deadline enforceable through EU infringement proceedings against Spain. The Montemarta-Cónica landfill, as the primary residual destination for Seville's 487 TPD, must be materially supplanted by 2035. No political decision by the Ayuntamiento de Sevilla can extend or suspend this deadline. The State A option does not remain available beyond 2035 without statutory non-compliance. Delay does not preserve optionality — it eliminates it.
§7.4 — Optionality Matrix
| Decision | Preserves | Forfeits | Reversible? |
|---|---|---|---|
| Execute the LOI/MOU now | EU compliance · Full royalty accumulation · Maximum decision information | Nothing of value | Yes — Term Sheet phase verification produces information; the RPT pathway resolves classification jointly |
| Defer decision 1 year | Nominal optionality | ~$21M first-year royalty · 1 compliance year | Partially — timeline constraint tightens |
| Defer decision to 2033 (absolute latest) | Nothing — EU deadline unchanged | ~$147M cumulative royalty forgone · All compliance margin | No — construction must complete by Dec 2035 |
§8 — Effects Summary
No new figures in §8. All values trace to preceding sections. Cross-references provided.
§8.1 — Fiscal Effects (Year 1 / Year 2+ / Year 30)
| Fiscal Effect | Year 1 | Year 2+ | Year 30 | Source |
|---|---|---|---|---|
| Avoided Disposal Cost | +$19.0M | +$19.5M | +$37.2M | §4.4 |

§8.2 — Regional Economic Effects
Required disclaimer: Regional economic effects below are not county fiscal receipts. They represent economic activity in the Seville metropolitan economy — not Ayuntamiento treasury income. See §1.3.
Phase Initial: +367 total jobs (92 direct / 275 indirect) · ~$32M/yr regional economic impact. Source: §5.1. All ESTIMATED — Carbotura standard parameters at 400 TPD.
§8.3 — Environmental Effects
Required disclaimer: All environmental performance figures are stated on a designed-performance basis. Actual environmental performance is confirmed at commissioning and through ongoing operational monitoring.
GHG diversion: designed for ~160,000 tCO₂e/yr avoided. Water recovery: designed for ~480,000 m³/yr. External energy draw: designed for near-zero. PFAS: designed for destruction at 1,200°C+. EU 2035 compliance: Phase Initial delivers structural compliance contribution of 146,000 tpy landfill diversion. Source: §5.2, §5.3.
§8.4 — Structural Effects
State B eliminates the structural dependency on landfill capacity at Montemarta-Cónica — a dependency that is incompatible with Spain's 2035 EU compliance obligation. It converts a disposal cost centre into a revenue-positive asset with 30-year cash flow visibility. The Carbotura BOO structure transfers all technology, construction, and operating risk to Carbotura, leaving the City with a simple bilateral obligation: deliver feedstock, receive royalty. The manufacturing classification of the ACM facility positions the City's waste management infrastructure within the industrial economy — not the disposal economy — with the regulatory protections and economic incentives that come with that classification.
§8.5 — Unresolved Data Gaps
| Data Gap | Impact on Delta Model | Resolution Path |
|---|---|---|
| Actual FWDC (undisclosed) | Changes gross savings line in §4.4; sign-change risk if <$120/ton | Term Sheet phase verification under NDA with Ayuntamiento / CORESPA |
| CORESPA contract terms (undisclosed) | Phase Medium timeline; Phase Initial unaffected | Term Sheet phase verification NDA; direct Ayuntamiento review |
| All feedstock volumes (estimated) | Scales all annual figures proportionally; structure unchanged | Term Sheet phase verification — site-specific waste audit |
| Site P1 land availability and terms | P2/P3 fallbacks eliminate structural impact; P1 is planning basis only | Term Sheet phase verification — site agreement negotiation |

Terms supplementary to the Waste Study glossary. Core terms (MCR, ACM, Beneficiation Fee, Circular Royalty™, CSA, BOO, FWDC) defined in waste-study.html Appendix D.
| Term | Definition |
|---|---|
| Gross Cost Displacement | The annual difference between State A disposal cost (FWDC × volume) and State B Beneficiation Fee (TMC × volume). Year 1: +$1.5M. |
| Pre-Royalty Period | The 13-month period between Phase Initial COD and the first Circular Royalty™ payment. Beneficiation Fee is paid; no Royalty received. +$1.5M/yr (gross cost displacement only). Must not be blended with the post-royalty period. |
| Royalty Ramp Period | Months 13–24 after Phase Initial COD, during which Circular Royalty™ payments commence on a rolling basis and build toward full-year run-rate. Not all calendar Year 2 months receive royalty; the annual figure reflects a partial-year commencement. |
| Steady-State Period | Year 3 onward, when Circular Royalty™ is fully operational on a rolling 12-month basis. The representative long-run fiscal position of State B. Year 3+ is the appropriate benchmark for decision-maker analysis, not Year 1. |
| Delta Model | The analytical framework used in this report — quantifying the difference between State A (current system) and State B (proposed ACM deployment) without re-diagnosing either state. All values in this report derive from the delta between states, not from absolute projections. |
| State A / State B | State A: current disposal system — FWDC paid, $0 cash return. State B: ACM deployment — Beneficiation Fee paid, Circular Royalty™ received. These are mutually exclusive — the City operates in exactly one state at any time. |
| IFRS | International Financial Reporting Standards. Governing accounting standard for Seville as a non-US jurisdiction. CSA cash flows to be recognised under IFRS 15 (revenue) and IAS 37 (provisions) as applicable. |
